This is very dramatic, but I don't think our species is capable of making a decision.  It implies there is some kind of "hive mind" that each individual of the species is connected to which evaluates all the variables and then comes to a conclusion.

Unfortunately Homo Sap are not Bees and aren't all wired up to swarm together when threatened, we all just scream, panic and run willy nilly in whatever direction seems safest to the individual.  There is no decision made here, just a consequence of being unable to make a decision.

You can also look at this as a consequence of having "free will".  If the world was ruled by a single Pharoah who could decide that all the 22 Billion Energy Slaves could be freed so none of the cars or tractors could run anymore, then perhaps we would all be saved by the wise Pharoah.  Unlikely though, since without the energy slaves most of the population would die as a result of that.

We are damned if we do, damned if we don't, which is another reason no decision can be made.  We evolved over time and learned to control fire, once that happened we began to burn everything flammable starting with wood and finishing with fossil fuels in order to improve our standard of living and populate more of the planet.  Nobody ever would decide to stop heating their home or cooking their food of course.  Progression from there onward was inevitable.  No decision involved at all.
