Scapegoating her is likely the better choice politically since it does shift the blame for the recent murders to her from where it truly belongs, because she's obviously just carrying out policies he's totally in favor of and wanted to implement. The Donolf's narcissm & megalomania and fear of being perceived as weak and not totally in control may however lead to the less expedient choice. Particularly since the Demodopes have given him an ultimatum, which no wannabee Dictator can do and still maintain an iron grip on his authority.
