The Constitution gives states the power to decide voter qualifications. Congress can only regulate when and where we vote, and polling place rules. The SAVE Act doesn't just set rules. It creates a nationwide citizenship requirement that states cannot change or adjust. That's not regulating an election. The SAVE Act takes power away from states that is given by the Constitution. Power which congress does not have.
