The second law of thermodynamics.  Human stupidity is like a fluid.  Intelligence decays becoming stupidity over time.  It flows in the way heat flows from hot to cold.  Over time stupidity, like heat spreads itself out.  People pass stupidity to each other.  Stupidity passes from person to person far more easily than intelligence transmits between people.  After stupidity spreads out then everybody participates in dumfuckery.  Dumfuckery then becomes the best strategy to deal with a world in breakdown.  When in Rome do as Romans do.  Stupidity becomes normal.

Dumfuckery can even become national policy.

British closet racists love to talk about how bad things are in South Africa.  In time Karma shall kick their asses.  They don't get that stupidity flow is in their future too.  The same principles apply.  Chaos generates stupidity, and chaos eventually finds us all.  By the second law.

Being smart and $2.50 can get you regular drip coffee at Starbucks.  If you are not smart coffee at Starbucks is the same price.  Isn't that nice.  Smart is no advantage unless you are really smart and don't go to Starbucks at all.

And then you miss out on any magic that might be there.

When bad shit becomes common all people do is say 'that is the way it is'.  Inaction and apathy becomes everyone's best strategy if they can't outright defect and leave the country.  Stupidity becomes ubiquitous.  Common, evenly distributed.  Stupidity flows.  A Nash equilibrium of stupid.  Stupid becomes smart.

Systems do have breaking points, moments when the state can no longer provide for the people it serves.  Moments that are almost always years in the making. So it goes.  So shall it be.

Stupidity will blossom once it gets going.  Stupidity will double down on itself.

Stupid is in our future.

The take-away you get from this report is that the reason SA is short of electricity now is because it has been run by corrupt (black) politicians for the last 30 years.  Basically Detroit on the Nation-State scale.  Subtext is if the place was still run by Dutch Afrikaaner colonists with names like Van Der Puke the place would still be lit up like a Christmas Tree.  What the report misses is that going on down the pipe a few years, it won't matter whether a country's political system is corrupt or as squeaky clean as the Ivory Snow girl with fresh diapers laundered in Febreeze, either way they'll be short on Juice.  People here have the false sense of security that our political system isn't run by corrupt criminals like the ANC so we'll be spared the 10 hour daily blackouts.  And it's true our criminals aren't like their criminals.  In the words of F Scott Fitzgerald, "They have more money".  The biz model is the same though.  As Al Capone informed us
