Trump cut Cuba off two months ago. In late January Trump signed an Executive Order declaring a national emergency regarding Cuba. This authorized stiff tariffs on any country that continues to supply the island with oil, effectively creating a "total oil embargo" to pressure the Cuban government into sucking American dick.
