She knows the Cubans don't use it to live high on the hog.  It will be used for keeping hospital generators running, preserving food supplies, and maintaining basic water sanitation.  Trump cut Cuba off two months ago.  In late January Trump signed an Executive Order declaring a national emergency regarding Cuba. This authorized stiff tariffs on any country that continues to supply the island with oil, effectively creating a "total oil embargo" to pressure the Cuban government into sucking American dick.

When we analyze the word "restriction," we see a word designed to sound like a dial being turned down.  A controlled, clinical action. The reality is a switch has been flipped off.  Like on a heart lung machine, turned off, the machine can't do its job and, somebody might die.
