It is hard to see though practically how he would do it with so much of the military resources currently dedicated to the war in Iran.  Cuba is much smaller, weaker and more isolated of course, so it wouldn't take more than a division of Marines to pull it off.  There's also the question of whether the Generals would continue following what are clearly Illegal Orders.
